What is normal?
Normal, whether it is temperature or precipitation, is a 30-year smoothed average of a weather variable calculated every 10 years.
The current set of normals is based off the period between 1991-2020. They will be recalculated at the end of this decade.
In reality, temperatures fluctuate a lot from normal (which probaby does not suprise you), but they have been on a methodical increase over the past three decades as the warming climate accelerates with the increasing greenhouse gases in the atmosphere.
